PESEL Number for Foreigners in Poland: How to Get It in 2026
What a PESEL number is, why foreigners need it, where to apply in Poland and which documents to bring. A simple 2026 guide for workers from abroad.
A PESEL number is an 11-digit personal identification number used by Polish public offices, employers, banks and doctors. Foreigners usually get it at the municipal office (urząd gminy / urząd miasta) – either automatically when they register their address, or on a separate application when they need it for work or other official matters.
Key takeaways
- PESEL = identification number, not a permit to stay or work.
- Apply at the municipal office in the place where you live.
- Bring your passport, your residence document and a reason for applying (e.g. employment contract).
- Ukrainians under temporary protection get a special PESEL UKR status – apply within 30 days of entry.
- With PESEL, many things become easier: taxes, health care, bank account, online government services.
What is PESEL used for?
| Where | Why it helps |
|---|---|
| Employer / payroll | Registering you with social security (ZUS) and the tax office |
| Tax office | Your annual tax return (PIT) |
| Health care (NFZ) | Doctor visits, prescriptions |
| Bank | Easier account opening, online banking |
| Mobile operator | Easier contract, not only prepaid |
| Government online services | Creating a trusted profile (profil zaufany) |
The trusted profile is especially useful because many official applications – for example residence applications in the MOS system – must be signed electronically.
Who can get PESEL?
In general, a foreigner can get PESEL in two ways:
- Automatically, when registering your residence (zameldowanie) at an address in Poland. The office gives you a PESEL when you register.
- On request, if a legal rule requires you to have it – for example for work, taxes or social security – even without registering your address. You must show why you need it.
Where to apply
Go to the municipal office (urząd gminy in villages, urząd miasta in cities) in the place where you live. In big cities, it is usually the citizens’ affairs department (wydział spraw obywatelskich). Some offices require an appointment – check the city’s website.
Documents you usually need
- Passport (or another travel document).
- Application form for a PESEL number (wniosek o nadanie numeru PESEL) – available at the office.
- Document confirming your legal stay (visa, residence card, or visa-free entry).
- Document showing why you need PESEL, e.g. employment contract or employer’s letter.
- If registering your address: proof of the right to live there (rental agreement or the owner’s confirmation).
Forms are in Polish. Ask your employer or agency to help you fill them in. There is normally no fee for assigning a PESEL number.
PESEL step by step
- Get your employment contract or other document showing you need a PESEL.
- Check the municipal office address and opening hours.
- Fill in the application (with help if needed).
- Submit it at the office with your passport.
- Receive confirmation with your PESEL number – keep it safe and give it to your employer.
PESEL UKR for Ukrainian citizens
For Ukrainians, the rules are special:
- Newcomers under temporary protection must apply within 30 days of entry.
- Those who received PESEL UKR without a passport had to show a travel document by 31 August 2026.
- The UKR status can be lost, for example after leaving Poland for more than 30 days or receiving a residence card (including the new CUKR card).

PESEL is not a right to work
Many people think PESEL “legalises” them. It does not. To work you still need:
- a legal stay (visa, visa-free stay, residence card), and
- a work permit, a declaration or, for Ukrainians, a notification – unless you are exempt.
See our work permit guide and legalization overview.
Tips
- Write your PESEL down and save a photo of the confirmation.
- Check that your name is spelled exactly as in your passport.
- Never send your PESEL and passport scan to unknown “agents” on social media.
- After arrival, do your other steps too – see first steps after arriving in Poland.
